According to Police there is no evidence of an abduction but are calling this a criminal investigation. It doesn't make any sense to me unless they know something they are not telling the public and I really think that is the case. Even the Parents are not acting they way one would expect considering what has just happened to them.
Regardless, Issuing an Amber Alert would put everyone on guard, the girl is 8 years old there should be an Alert Issued regardless.

In recent developments a video has been released showing a young girl now confirmed to be Tori walking from the school with an unidentified woman.

- 19 to 25 years old
- 5ft 1 and about 120-125 lbs.
- straight black hair in a ponytail past her shoulders.

- white puffy winter jacket

If the Police really suspected an abduction in this matter then an Amber Alert for Tori Stafford would have been issued.
